By-Laws and Their Importance
A by-law is a law passed by the Council of a municipality to regulate affairs and services within its jurisdiction. Municipalities derive the authority to pass by-laws from the Constitution of the Republic of South Africa, which specifies powers and competencies for local government in Part B of Schedules 4 and Part B of 5 of the Constitution.
